The County of Frontenac is looking to implement a Community Planning Permit System (CPPS) land use planning tool that municipalities can use to streamline the planning approval process and help to support local priorities, such as the protection and enhancement of waterfront areas. To implement a CPPS, each municipality must adopt an Official Plan Amendment for the CPPS area and pass a Community Planning Permit By-Law (CPP By-Law). The County of Frontenac requires a qualified consultant to undertake the necessary background work and put together a general CPP by-law template that can be tailored and implemented in all waterfront areas of each Township. The detailed requirements for the project can be found in Section 3 – Terms of Reference.
