FMSC is committed to delivering the highest quality services to the residents of Frontenac. The purpose of this Expression of Interest (EOI) is to initiate the process of securing a partner to assist with the start-up of the Corporation and eventually the operation of systems on behalf of the Corporation.

 It is anticipated that the successful partner would be involved in two related stages:

Stage One – Start-up: 

• Assessing and prioritizing preferred water systems
• Assessing and prioritizing preferred wastewater systems
• Assisting with the development of policies and procedures for the operation of systems
• Assessing operating risk(s)
• Providing guidance regarding utility rate structures  

      Stage Two – Operational Mode:

• As systems become operational, the partner and FMSC will enter into negotiations for an operating agreement for water and wastewater treatment facilities. While neither party will be obligated to enter into such an agreement, the parties will endeavor to proceed in good faith negotiations.
